Yes! the ALIGN ball marker and Mini Marker have been reviewed and were given a conformance decision of "conforms to the rules of golf", making them tournament legal for both amateur and professional play as well any USGA and R&A governed play.

DISCLOSURE: the magnetic properties of the Mini Marker make it possible to be used in conjunction with the ALIGN golf ball marker in a way that could allow it to breach the dimension limit of 2". If used in this way the marker would be non-conforming. In other words, use the two markers separately.
